Зачем мне это понадобилось? Ну например танцы\песни и бафы варка\овера не требуют таргета - вот хотел понять как это определить.
Я сделал чек-бокс - который нужно отмечать если нужен таргет, но что-то эта концепция мне не нравится. Волкер например с этим как-то разбирается вот и мне хотелось.

Волкер да и большинство других ботов просто берут таргет в любом случае.
Это же не мешает кастить безтаргетные скилы))

4294967295 это и есть -1, просто ты знаковый тип сохранил в беззнаковый.

Чтобы бот одновременно 10 действий не делал тут очередь пакетов не поможет, надо логику организовывать так чтобы пакеты отправлялись только тогда когда нужно. Конечные автоматы, состояния, проверка условий, вот это вот всё.
